The City of Billings, an Equal Opportunity Employer, is seeking Request for Proposals from qualified and experienced General Contractor/Construction Manager (GC/CM) firm for the construction of the 2025 Terminal Project. The City of Billings will use a competitive, qualification and price-based procurement process to select and enter into a GC/CM contract with a Construction firm. This project is expected to be funded with Department of Transportation (DOT) – Federal Aviation Administration (FAA), Airport Improvement Program (AIP) grant funds, Passenger Facility Charge (PFC) funds, and other funds.

All Request for Proposals must be submitted to the Office of the Director of Aviation and Transit, Billings Logan International Airport, 1901 Terminal Circle, Room 216, Billings, Montana 59105, no later than 4:00 p.m., MST, Thursday, July 31, 2025. The City may, at its option, shortlist from the RFPs submitted and request the selected firms to make a presentation before a selection panel shortly thereafter.
